Mr. Phạm Văn Thanh is 58 years old and also lives in Cồn Bửng, Thạnh Hải Village, Vĩnh Long Province. His household consists only of himself and his wife. They both work as day laborers, taking whatever jobs are offered, though their employment is highly unstable. Their home is not equipped with a freshwater well, and they are in great need of one to improve their living conditions.
